Appeal: Consultation with all NRNs in Canada for NRN-Canada’s Position on Dual Citizenship

Dear members of the Nepali communities in Canada,

Warm Greetings !

Since its inception, Non-Resident Nepali Association (NRNA) has been raising the issue of dual citizenship with the Government of Nepal (GoN). NRNA has made a number of strategic demands along the way to secure NRN rights. A few weeks ago, GoN released a process by which NRNs could obtain NRN cards through Nepalese diplomatic missions. Along with the release of this news, the subject of dual citizenship has become a hot topic of our representation in almost every interaction program that the Nepali Diaspora holds with the political leaders and government officials of Nepal.

The Government of Nepal has not decided for issuance of dual citizenship to NRNs, even though leaders of almost all major political parties have time and again given assurance for it. We are aware that NRNs are watching this development carefully and various views have emerged. At the same time, there also have been progresses in terms of ongoing parliamentary committee discussions, making of some regulations and bills, and some steps towards reorganization of NRN rights. Please kindly read for yourself what has been concretely achieved to this date from the website of Ministry of Foreign Affairs at http://www.mofa.gov.np/nrn.php. Reading this information critically and providing the National Coordination Council of NRN-Canada with your valued inputs and feedback, you could help us formulate a collective position of NRNs across Canada.

Therefore, I am urging all NRNs living in Canada to enter your suggestions feedback in the comment box provided below via a link to “Leave a comment“. Each comment written with keen interest and creative manner contributing towards building our collective position statement will be thankfully received and seriously considered in this process.

A team of NRN-Canada NCC members coordinated by Mr. Manik Duggar has been formed to work on a draft position paper based on your feedback, and it will be shared with you as soon as it is ready. While doing so, we will request you to send your comments and suggestions back to us so that all opinions could be known and the position paper could be finalized with maximum inputs. NRN-Canada position paper will then be presented to NRNA-International Coordination Committee (ICC) via its Task Force on Dual Citizenship, which will in turn consider our position while putting forward dual citizenship demand to the GoN.

क्यानाडा, क्यालगरी- एनआरएन क्यानाडाको राष्ट्रिय सम्मेलन तथा बार्षिक साधारण सभा भव्यताका साथ संपन्न भयो ।

एनआरएनका केन्द्रीय अध्यक्ष उपेन्द्र महतोको प्रमुख आतिथ्यमा संपन्न सो कार्यक्रम चर्चित गाइका आनी छोइंग डोल्माको गायत्री मन्त्रोच्चारणबाट सुरु भएको थियो । डा. ईशा शर्माद्वारा संचालित पहिलो चरणको कार्यक्रममा डा.बिनोद के.सी. ले सभापतित्व आसन ग्रहण गर्दै कार्यक्रमको बारेमा जानकारी दिनुभएको थियो ।

नेपाली र क्यानेडियन रास्ट्रीय गीत पश्चात अतिथि तथा उपस्थित सम्पूर्ण महानुभाबलाई स्वागत गर्दै एनआरएन क्यानाडाका अध्यक्ष नबराज गुरुङले सानो तर तीब्र गतिमा बृद्दि हुदैं गरेको नेपाली समुदायमा देखा परेका समस्यालाई एनआरएन क्यानाडाले छाता संगठनको भूमिका निर्बाह गरेको बताउनु भयो । कार्यक्रममा सभापति डा.बिनोद के.सी.ले सम्माननीय प्रधानमन्त्री स्टीफन हार्परको शुभकामना पत्र पढेर सुनाउनु भएको थियो ।

शुभकामना मन्तब्य दिनेहरुमा एनआरएनका केन्द्रीय अध्यक्ष उपेन्द्र महतो, एम पी देविंदर शोरे ,एम एल ए मोए अमेरी, युएसएका कार्यबाहक राजदूत कालीप्रसाद पोखरेल, हल हमिल्तोन, सगरमाथा आरोहन गर्ने पहिलो क्यानेडियन लौरी स्क्रेस्लेट, अन्द्रेव ब्राश, रे जोन्स लगायत का बक्ता हुनुहुन्थ्यो । एनआरएन क्यानाडाका उपाध्यक्ष चित्र प्रधानले सबैलाई धन्यवाद दिनु भएको थियो भने डा. बिनोद के.सीले पहिलो चरण कार्यक्रम समाप्त भएको जानकारी दिनु भयो ।

जलपान पश्चात शुरु भएको दोस्रो चरणको कार्यक्रमको सभापतित्व एनआरएन क्यानाडाका सल्लाहकार डा. द्रोण रसालीले गर्नु भएको थियो । योजना अबधारणामा आधारित यो चरणको कार्यक्रममा बोल्ने हरुमा बिष्णु सुब्बा, डा. राजु तुलाधर, मिचेल तिनेके केसीका तर्फ़बाट प्रेम शर्मा, चित्र प्रधान, मदन के.सी., केदारभक्त श्रेष्ठ, डा.प्रमोद ढकाल, राधा बस्नेत तथा डा. द्रोण रसाली हुनुहुन्थ्यो ।

लन्च पश्चात शुरु भएको तेस्रो चरणको कार्यक्रमको सभापतित्व डा.बेतमान सिंह भण्डारीले गर्नु भएको थियो । प्यानल छलफल तथा खुल्ला फोरमको यो चरणको कार्यक्रममा बाह्र जना प्यानेल्लिस्टहरुले विभिन्न बिसयमा बोल्नु भएको थियो । बोल्नेहरुमा रामप्रताप थापा, डा. अम्बिका अधिकारी, डा.श्याम कार्की, रतन झा, गोपी कृष्ण काफ्ले, डा. उपेन्द्र महतो, नरेश कोइराला, प्रमोद ढकाल, मुक्ति गौतम, सिर्जना पन्त, डा.राजु तुलाधर र बिल पोरोच्नुक हुनुहुन्थ्यो ।

मुख्य बक्ताकारूपमा एनआरएनका केन्द्रीय अध्यक्ष उपेन्द्र महतोले एनआरएन स्थापना गर्नका कारणहरु स्पस्ट पार्नु भएको थियो । जबसम्म देश सम्बृदी हुदैन तबसम्म व्यक्तिगत सफलताको कुनै महत्व हुदैन भन्दै सीमित स्रोत र साधनबाट असिमित आबस्यकताहरू पुरागर्नु परेको छ भन्नुभयो ।

एनआरएनको स्थापना नै मुख्य रूपमा तीन कुरालाई ध्यानमा राखेर गरिएको हो भन्दै ति तीन कुरामा क्रमश: बिस्वभरी छरिएर रहेका नेपालीहरुको चिनाजानी र आपसी समझदारी बडाउने, बिस्वभरी छरिएर रहेका नेपाली सस्थाहरूको छाता संगठनको भूमिका निर्बाह गर्ने तथा बिदेशमा आर्जन गरेका ज्ञान सिप र धनलाई देश विकासमा लगाउने ।

मेहनत र ईमान्दारिता देखाए भाग्यले पनि साथ दिने छ भन्दै डा.महतोले बुझ पचाएर बिरोध गर्ने मानिससंग सतर्क हुनु पर्ने कुरा बताउनु भयो ।

एनआरएनका केद्रीय उपाध्यक्ष रामप्रताप थापाले पारस्परिक सहयोगबाट सबैलाई फाइदा हुने हुदा देश बाहिर बस्ने २५ लाख नेपालीलाई फाईदा पुग्ने काम गर्नु पर्ने कुरामा ध्यान दिनु पर्छ भन्नु भयो । यसैगरी छेत्रीय को-अर्डिनेटर नरेश कोइरालाले सामाजिक अर्थ व्यवस्थामा जोड दिनुपर्छ भन्नुभयो । डा. श्याम कार्कीले आबस्यक कुरामा बढी जोड दिनु पर्छ भन्नु भयो भने रतन झाले सम्पूर्ण नेपालीलाई एकीकृत गरि ठोस लगानी गर्नु पर्नेमा जोड दिनु भयो ।

तेस्तै बिल पोरोच्नुकले नेपालीहरुले समयको महत्व बुझन नसकेकोमा व्यंग्य गर्दै समयसंग खेलबाड नगर्न सुझाब दिनु भयो । गोपीकृष्ण काफ्लेले क्यानडामा नेपाली भाषामा देखिएको समस्या र समाधान बिषयमा कार्यपत्र प्रस्तुत गर्नु भएको थियो ।

कार्यक्रमको चौथो चरणमा एनआरएन क्यानडाका अध्यक्ष नबराज गुरुङको सभापतित्वमा संपन्न भयो । एनआरएन क्यानडाका सचिब गोपीकृष्ण काफ्लेद्वारा संचालित उक्त कार्यक्रममा महासचिब सिर्जना पन्तले एनआरएन क्यानाडाको रिपोर्ट प्रस्तुत गर्नु भएको थियो भने सदस्यता समबन्धी रिपोर्ट को -अर्डिनेटर दुर्गा अधिकारीले प्रस्तुत गर्नु भएको थियो । कोषाधयक्ष भरत पौडेल पारिवारिक कारणबाट उपस्थित हुन् नसक्नु भएकोले आर्थिक प्रतिबेदन सचिब गोपीकृष्ण काफ्लेले प्रस्तुत गर्नु भएको थियो। तेसै गरि चित्र प्रधानले बिधान, प्रमोद ढकालले एनआरएन ए डेलिगेशन र प्रतिनिधित्वबारे, बिष्णु सुब्बाले आयोजक कमिटीको रिपोर्ट तथा नबराज गुरुङ, सिर्जना पन्तले विभिन्न प्रस्ताबहरु प्रस्तुत गर्नु भएको थियो । साधारण सभाले प्रस्तुत प्रस्ताबलाई अनुमोदन गरेको थियो । कार्यक्रममा सोधिएका प्रस्नहरुको जबाफ डा. उपेन्द्र महतो तथा नबराज गुरुङले दिनु भएको थियो ।

डिनर पश्चात प्रसिद्द गाइका आनी छोयिंग डोल्माले एक घण्टा भन्दा बढी आफ्ना गीत गाउनु भएको थियो भने उहालाई एनसीएससी तथा सीएनसीए का कलाकारले साथ दिनु भएको थियो। एनसीएससी तथा सीएनसीए को संयुक्त आयोजनामा सम्पन्न उक्त कार्यक्रम निकै सफल भएको थियो । कार्यक्रमलाई सफल बनाउन अहोरात्र खट्ने डा.बिनोद के.सी, डा. बेतमान सिंह भण्डारी, डा. राजु तुलाधर, डा. देश सुब्बा , बिस्नु सुब्बा, प्रसन्न मान श्रेष्ठ, रबिन थान्जु, निशा धौबडेल, रश्मी धौबडेल, रत्न तुलाधर, अन्जु थान्जु, हिक्मत भण्डारी लगायत दुवै सस्थाका सम्पूर्ण सहयोगीहरु धन्यवादका पात्र भएका छन् ।

नेपालमा हाल शिक्षा क्षेत्रमा नरेश कोइरालाले नेपाल पुस्तकालय फाउन्देशन र डाक्टर प्रमोद ढकालले क्यानेडियन फोरम फर नेपाल मार्फत सहयोग पुर्याउदै आएका छन्। यसैगरी घरेलु हिम्साबाट पिडित महिला र बालबालिका का लागि राधा बस्नेत संयोजक रहेकी महिला समिति ,गैह्रआबासिय नेपाली संघले दश हजार डलर बराबरको कोष स्थापना गरेको छ जसमा डाक्टर समता प्रसाद, डाक्टर आदित्य झा लगायतले आर्थिक सहयोग गरेका छन् । सम्मेलनमा संघका अन्तरास्ट्रिय अध्यक्ष्डा डा. उपेन्द्र महतोले देशको बिकाश भए मात्र बिदेशमा बस्ने नेपालीको शान बढ्ने भन्दै हरियो पासपोर्टको गरिमा बढाउन बिदेशमा बस्ने हामीले कुनै न कुनै रुपमा योगदान पुर्याउन आग्रह गरे ।

महतोले नेपालको सम्पूर्ण बिकासका लागि गैरआवासीय नेपाली संघले ५०% समाजसेवा र ५०% ब्यापारिक हिसाबले लगानी गर्न लागिएको जानकारी दिनु भयो । आउदो अक्टोबरमा काठमाडौ हुनगैरहेको गैरआबासिय अन्तरास्ट्रिय सम्मेलनमा सक्रिय सहभागी हुन सबैलाई आग्रह गर्नु भयो। सम्मेलनमा आइसिसी उपाध्यक्ष राम थापा, क्यालगरी संसद सदस्य देविंदर शोरी ,मोए अमेरी, प्रोफेसर दवे इर्विने, सगरमाथा चढ्ने पहिलो क्यानेडियन लौरी स्क्रेस्लेट, अमेरिकाका लागि नेपाली कार्यबाहक राजदुत कलि प्रसाद पोखरेल , क्यल्गरिका उपमयेर जोन्स रे गैरआवासीय नेपाली संघ क्यानाडाका अध्यक्ष नवराज गुरुङ लगायतले नेपाल र क्यानाडा सम्बन्ध ,नेपालका लागि बिदेसमा बस्ने नेपालीको मातृभूमि प्रतिको प्रेम र क्षमता विकासका बारेमा संघले खेल्नुपर्ने भूमिकाका बारेमा चर्चा गर्नु भएको थियो। सम्मेलनको दोस्रो सत्रमा डा द्रोण रसालीले सहकारी, डा राजु तुलाधरले शिक्षा, चित्र प्रधानले क्यानेडियन नेपाली बालबालिका लागि नेपाली शिक्षा, इन्जिनियर केदारभक्त श्रेष्ठले नेपालमा बिधुत उत्पादनका सम्बन्धमा कार्यपत्र प्रस्तुत गर्नु भएको थियो। एकसय प्रतिनिधिले भाग लिएको सो सम्मेलन आनि डोल्मा र स्थानीय नेपाली कलाकारको सास्कृतिक कार्यक्रमले एकदम रोमान्चकारी भएको थियो।

Invitation of Suggestions for New Constitution of Nepal

Dear NRN-Canada Members!

Namaste!

The Government of Nepal, through its foreign resident Embassies/Missions in respective countries, has asked NRNs to provide suggestions for incorporation of NRN related issues into the new Constitution of Nepal. This is an ideal and timely opportunity to gather perspectives of the people of Nepali origin living in Canada, collate and develop them into a set of our recommendations for inclusion by the Constituent Assembly into the new Constitution of Nepal.

NRN-Canada National Coordinating Council requests all people of Nepali origin living in Canada for their input to the process. For this purpose, a suggestion box (Leave a Reply) has been provided below for interested individuals to submit inputs by 21 February 2009. You can also discuss your suggestions with your local Council member in person or send suggestions by email to <nrn.canada@gmail.com>
. NRN-Canada National Council will also consider/discuss suggestions and ideas brought forward during the various interaction programs held across the country. Based on the inputs collated, a formal set of NRN-Canada’s recommendations will be prepared by a national level Special Task Force led by Dr. Shiva Giri, which will then be presented to the NRNA-ICC and the Constituent Assembly of Nepal (with copies to local resident missions of Nepal).

Thank you in advance for participating in this epoch making process, by providing suggestions with respect to NRN related issues as well as general issues to be addressed in the new Constitution.
